The Southeastern Atlantic Hydrographic Region is known nationally for its large population and the economic importance of its industry. The great development of the region, however, causes problems with the availability of water. This is because, at the same time as it presents one of the greatest water demands of the country, the basin also has one of the lowest relative availabilities.

In this context, promoting the sustainable use of water resources in the region, ensuring its multiple use, represents a great challenge. This work implies putting into practice management forms that reconcile economic and population growth of the region with environmental preservation.

The Southeast Atlantic Hydrographic Region has 214,629km² of area, equivalent to 2.5% of the country. Its main rivers are Paraíba do Sul and Doce, with 1,150 and 853 kilometers respectively. In addition to these, the Hydrographic Region is also formed by several and very extensive rivers that form the following basins:. And Sao Paulo.

About 28.2 million people lived in the region in 2010 (14.8% of the country's population), with 92% of the population living in urban areas. Other significant demographic characteristics of the region are the significant population densities, in which the Metropolitan Region of Rio de Janeiro stands out, with more 3,000 hab./Km². In addition to the Metropolitan Region of Rio de Janeiro, the Metropolitan Regions of Vitória (ES) and the Baixada Santista (SP) stand out.

In relation to land use and occupation, one of the main problems relates to the irregular occupation of slopes, riparian areas and springs, stimulated in large part by real estate speculation. Due to the intense and disordered process of use and occupation, can be found along the rivers only small stretches of ciliary vegetation and generally in poor conservation status.
